Hidden fees in some Philippine Banks with PayPal

I am searching a while ago for some stuff and I found a link of a blog who owned by a Filipino and there is a post about hidden charges of banks when withdrawing from PayPal. They are charging Php200 pesos for every PayPal withdrawal. Why are there a hidden charge? Where is the Php200? In fact there are less than the amount of money withdrawn from PayPal because PayPal is charging every transaction a Php50 for every withdraw to bank method. As for this bank, I will name them here, BDO (Banco de Oro) and China Bank. If you want some more info then you can visit this blog and find out some more info.
